New York STEM Incentive or Excelsior: the work commitment can decide the better fit
For an eligible New York student, STEM Incentive and Excelsior can both address public-college tuition, but their obligations differ. STEM Incentive has no income limit and requires an approved STEM path plus five years living and working in an approved STEM occupation in New York. Excelsior has an income limit and a post-award residency period tied to years of support.
Choose by the college, degree and career plan you can realistically follow, not by a tuition-free headline. As checked October 29, 2026, the STEM Incentive page lists August 16, 2027 for the 2027-28 academic year. Excelsior remains closed for 2026-27, with no next-cycle deadline confirmed on its program page.

STEM Incentive: the five-year obligation is central
The state STEM FAQ connects continued eligibility to an approved degree and occupation. It warns that changing to a nonapproved major or failing the service terms can require repayment with interest. The service contract says the five-year obligation applies even when only one award payment was made.
This is a better fit for someone with a well-founded commitment to an approved STEM path and New York employment than for someone choosing engineering only because the scholarship exists. Investigate actual occupations and locations before deciding the obligation is easy to satisfy.
If you may change majors, attend graduate school or need a leave, ask HESC how the rules and any approval process apply. A department's academic permission does not by itself modify a state scholarship contract.
Excelsior: distinguish residence from a requirement to take any job
The current Excelsior page requires residence in New York for the number of years the award was received; if employed during that period, employment must be in New York. It warns that moving before the requirement is complete can convert all or part of the award into a no-interest loan. Read the actual contract for your situation rather than assuming the STEM program's terms also apply here.
During college, its general rule is at least 12 degree-applicable credits per term and 30 per year, with defined provisions for opportunity programs, disability and interruptions. Ask the aid office how your degree plan meets the applicable rule before reducing a course load.
A tuition-free description also does not establish a cash refund for living expenses. Build the housing, meal, transport and course-material budget separately.
Compare two complete education and career plans
Write down the degree you intend to complete, the college cost after confirmed aid, the geographic flexibility you need and the work you could reasonably pursue. Then ask which program's obligations match that plan. Do not add both tuition programs as independent cash awards; the state says students cannot receive multiple full-tuition scholarships for the same academic year.
For a student still exploring several fields, a more flexible funding plan may be worth considering even if its headline award is smaller. For a student committed to an approved New York STEM career, the state program may fit well. Either conclusion should follow from the actual terms and remaining cost.
Before applying in a new cycle, verify the newly published dates and rules. Before accepting, save the award and signed agreement alongside the renewal checklist. This guide identifies the questions to resolve; the current contract controls your obligations.
