- How to apply
- Create an original 5-6-minute documentary excluding end credits on the issue you would address in your first congressional speech, with contrasting viewpoints, solutions and relevant C-SPAN clips. Credit outside footage/images/information. Upload publicly accessible video and enter its link in the online entry form; minors need signed parental release. One entry per student, solo or team of up to three.
- Who can apply
- Current grades 6-12 U.S./D.C./territory schools or homeschool; equivalent international students age 18 or younger also eligible. Sponsor employees/officers/trustees and immediate families excluded. Prize portions over $600 require W-9 and SSN; without SSN the student remains recognized but receives no such cash.
- Good to know
- No teacher adviser required; adults may critique but not conceive/produce the film. Winners share specified ownership/promotion rights with C-SPAN while retaining other publication rights. Cash figures are per entry, not per team member.
