- How to apply
- Compete at a local Rotary club, with first- and second-place winners advancing to area and then district. The published 2026 consent form requires original work not used in UIL or another non-Rotary competition, student signature and parent/guardian signature for ages 17 or younger. Photo/speech publication consent can be declined on that form. Final 2027 forms are not published.

- Published rules welcome high school students in District 5930, South Texas. Prior district first-place winners cannot compete again at district level. Multiple club contests are permitted if allowed by the clubs. Exact 2027 rules are not yet published.
- Good to know
- Published rules require a 5 to 7 minute speech relating the Four-Way Test to the student's experiences; speeches outside the range are disqualified. Content counts 50%, organization 30%, delivery 20%; note cards are allowed. Do not identify school or club until after judging. Published 2026 rules arrange transportation/lodging through area coordinators and sponsoring clubs, with lunch for the contestant and one guest.
