Who can apply
U.S. citizens or lawful permanent residents who are high-school juniors or seniors throughout 2026-27, living and attending school in the state they represent with a parent or guardian resident there. An eligible elected or appointed leadership role must be held throughout the school year and represent or serve a constituency. Home-school applicants require state education approval; specified military and interstate-school exceptions apply. Previous delegates/scholarship recipients and fall 2026 graduates are ineligible.
Good to know
Qualifying roles include student-government/class officers, student council representatives, honor-society officers and approved year-round civic/educational representatives. Ordinary academic-club, debate, Model UN, sports, conference and self-created-group leadership do not qualify. Do not use the national December 1 certification date as your student application deadline.
