- General applicant pool: seniors entering accredited higher education next fall, with dependent/direct-descendant ties including child, stepchild, grandchild, step-grandchild or great-grandchild to Navy, Marine Corps, Coast Guard or U.S.-flag Merchant Marine service; Sea Cadet applicants must themselves be cadets. Specific named award summaries often limit to child/grandchild, and Alaska serves dependent children/spouses with qualifying Alaska-resident personnel. Specific programs set major or heritage preferences.
