- Eligible children of Surface Navy personnel may be seniors/current students up to age 22 on March 1, pursuing first full-time U.S. associate/bachelor’s or industry certification. Spouses may pursue a first associate/bachelor’s or graduate degree full- or part-time. Foundation awards require sponsor surface-warfare qualification and six qualifying command years, with active-duty death exception. Ship’s Company awards require at least one year on a listed ship without that qualification. Named awards add criteria.
