Award
Up to $5,500 per year or eligible tuition/mandatory fees, whichever less; maximum determined annually and funding contingent on state appropriations. Institution receives payment for degree-pursuant undergraduate coursework. Up to eight bachelor semesters or four associate semesters; normally must use within six years after award, with military extension. Completion of degree ends eligibility. Renewal normally 2.75 overall college GPA and 30 earned credits per two-semester academic year (15 for one semester), continuous full-time enrolment, with final-year exceptions.

How to apply
Create WVSAM account, verify email, submit Promise application and 2027-28 FAFSA by March 1, 2027, even if qualifying grades/scores are still pending. Send individual official test administrations (ACT code 4539, SAT 3456) and monitor matching/status. Public-school academic records generally supplied through school system; private-school final records and special homeschool/commuter/military forms require school/applicant verification. Scholars do not reapply annually; annual FAFSA encouraged for other aid.

Who can apply
Class of 2027: overall high-school GPA at least 3.0/B under approved school policy; separate core GPA requirement removed. ACT composite 21 on English/reading/math or SAT 1080; superscores accepted beginning 2027-28, without mixing ACT/SAT formats. U.S. citizen or eligible noncitizen. Student AND FAFSA parent/legal guardian normally need 12 consecutive months WV residency before deadline; at least half high-school credits completed at qualifying WV school and eligible graduation route. Qualified homeschool/Hope-IIP, daily out-of-state commuter, military and approved alternative-education routes require additional documents. First-time full-time initial award normally within two years of graduation, with specified exceptions.
Good to know
Only eligible WV public/private two- or four-year institutions; total aid cannot exceed cost of attendance. Late applicants may receive spring funding only if funds remain. All college grades, including dual enrolment and credits the college does not accept, affect cumulative GPA; prematriculation credits cannot meet renewal credit minimum. Summer courses paid by student may repair renewal. One Second Chance renewal opportunity; recovery terms count toward maximum duration. Final academic year has enrolment/renewal exceptions.
