- Graduating Colorado high-school student applying in fall of final high-school year, normally Colorado resident for full junior/senior years; federally recognized tribal members with historical Colorado ties have a residency exception. Colorado high-school graduation still required. U.S. citizen, permanent resident or lawfully present, including DACA; applicants in process must document successful status before becoming a Scholar. Relatives of Foundation trustees/officers/employees excluded under published criteria. Merit selection considers academics, leadership, service and character, without financial-need preference.

- Only listed four-year nonprofit Colorado partners. Out-of-state binding early decision makes applicant ineligible. Gap-year plans still require applying during final high-school year. Keep Foundation good standing and required annual status affirmation/current lawful-presence documents. Partner matching is not guaranteed for every noncitizen status.
